Title I is one program under the No Child Left Behind Act of 2001. The purpose of Tennessee's federally funded Title I, Part A Program is to support local school districts in improving teaching and learning for students in high-poverty schools so that these students meet the state's challenging content and performance standards. Title I is dedicated to improving the educational opportunities for all students by helping them:

• Succeed in the regular program
• Attain grade-level proficiency,
• Improve academic achievement

Schools that have a high percentage of children qualifying for free or reduced-price meals receive an allocation of federally funded dollars. This allocation is used to pay for resources to support the purpose of Title I and the goals of the school's School Improvement Plan (SIP). These funds must also be used to provide services to homeless children, children in local institutions for neglected children, and to ensure that private schools receive "equitable services".

Currently, Lenoir Elementary and Lenoir City Intermediate/Middle School are identified as Title I schools. They are operating as a school-wide Title I school and are using the federal funds to improve the entire program of the schools so that all students are impacted.
