THE FOLLOWING REQUIREMENTS SHALL BE MET FOR AN INDIVIDUAL OR GROUP REQUESTING USE OF LENOIR CITY SCHOOL FACILITIES.
When not in use for school purposes, school buildings and grounds or portions thereof may be used for public, governmental, charitable, civic, recreational, cultural, and other purposes as approved by the Board.1,2,3
The following conditions shall apply to the use of school facilities:
- Written requests for the use of school facilities shall be made at the office of the principal at least two (2) weeks prior to but not more than 45 days prior to the date of desired use. The principal may approve the request to use school facilities if the requester is an organization affiliated with the school (e.g., student clubs and activities, PTO, PTA, band boosters, etc.). If the requester is an organization not affiliated with the school or school district, the request will be forwarded to the central office for review. The requester will be notified of acceptance or rejection of facility request within 5 business days of receipt at central office. Student clubs and activities, parent-teacher organizations, and other organizations affiliated with the schools shall be permitted use of school facilities without charge.
- The use of school facilities is restricted to residents of Loudon County or entities with their principal place of business in Loudon County and may not be sublet to any individual or organization.
- School facilities may not be used for private, for-profit organizations except that unused facilities may be leased for private day-care centers which provide educational and child care services to the community.2
- The group using the facilities will be responsible for any damage to the building, supplies, or equipment.
- The group using the facility is restricted to the dates and hours approved in the initial application and the building area and facility specified unless requested changes are approved, in writing, by either the principal or the facilities manager at least seven (7) days in advance of the use.
- The group receiving permission for facility use shall, at all times, be responsible for the observance of all fire and safety regulations.
- The use of computer labs will not be authorized agreements, unless the school itself is providing a program for its students.
- Private tutoring may be conducted at school facilities only when requested by the school and approved in advance of the start of tutorial activities.
- All organizations that are not part of the Lenoir City school system shall be responsible for ancillary costs incurred by the school system as a result of this use ( e.g. costs for custodial services and school employee supervision).
- All activities must be supervised by an adult associated with the group using the facility as well as an employee of Lenoir City Schools. The designated school employee shall remain with the activity at all times. Supervisory personnel shall not leave the premises at any time during the activity. Upon completion of the activity, the school employee is to verify that the building is secure.
- When school kitchens are used, Lenoir City School Food Service staff must be present at all times to supervise the use. The principal in consultation with the food service director may designate the school food service employee.
- The Board will cooperate with recognized agencies such as the Red Cross, National Guard, and Civil Defense to make suitable facilities available without charge during community emergencies.
- The Board shall approve and periodically review a fee schedule for the use of school facilities by community or civic organizations and other non-profit, recreational, religious political or philosophical groups.
- Fees for use of Lenoir City Schools shall be collected in advance of use. If an overpayment has occurred, a refund will be issued; if any underpayment has occurred, an additional bill will be sent for immediate payment.
- The use of alcoholic beverages, drugs, controlled substances, animals, tobacco (in any form to in-elude synthetic or electronic cigarettes), profane language or gambling in any form is not permitted on school property.
- Required liability insurance, with an effective date covering the period of use, will be required by all groups given permission to use school facilities, except where this coverage is already provided by the Board of Education. An insurance certificate must be attached to the request. For sports related activities, the certificate must contain a statement that no "athletic participants" are excluded on the liability insurance. No reservation for facility use will be made until all documentation is provided. A Certificate of Insurance must be issued for not less than $1,000,000, and Lenoir City Schools Board of Education shall be named as an additional insured on all policies.
- Should an objection be lodged against a specific use or denial of use of school facilities by any group, such objection is only valid if it is made in writing to the Director of Schools and bears the signature of the individual and/or group of individuals lodging the complaint. The Director of Schools or designee shall review the complaint and shall respond to the group lodging the complaint in writing within 30 days of the complaint.
- Because of technical and replacement costs associated with sound and lighting systems in auditoriums, school personnel familiar with the use and operation of this specialized equipment must be on duty to operate the equipment. The cost of these services will be paid by users. Users of this special equipment will be charged an additional fee for use of the equipment.
- No group will, under any circumstances, tamper with any electrical or HV AC controls.
- All groups requesting long term use of a school building or facility shall be limited to three (3) months of continuous use. The group may request an extension of the use for an additional three (3) months. The Board, in its sole discretion, shall have the authority to grant or deny the application for extension of use. In doing so, the Board shall consider the use history of the group to include the timely production of documents and payment of fees, adherence to this policy, and the condition of the building or facility.
- The Board of Education of the Lenoir City Schools has the right to deny the use of facilities to any party, organization or entity that has prior record of failing to adhere to the Lenoir City Board of Education policies or the rental agreement

Upon approval of the facility use application, a facility use contract will be sent with the estimated charges. This contract must be signed and returned prior to the date of the event with a certificate of insurance listing Lenoir City Schools as loss payee (item 16 in LCBOE Policy).The estimated charges must also be paid at this time (item 14 in LCBOE Policy).
